Summary

Project description
For eight certified cities whose Plans for the Maintenance and Improvement of the Historical Landscape were authorized by the national government, we clarified the survey methodologies taken by these cities to ascertain the actual state of their historical buildings and their policies for utilization of the survey results, and compiled the trends of these surveys and their achievements. We also conducted broad surveys in these cities, including on existing systems related to the preservation and utilization of historical buildings, and their use of subsidies, and clarified the issues that exist in the preservation and use of historical buildings in historical urban development.
Technical features
In selecting the cities to be surveyed, their degree of historical urban development and the size of their population were considered so that the survey results would serve as reference for other certified cities as well as cities that are thinking about formulating a plan in the future. We also discovered a tendency for these survey results to lead to the municipalities creating their own certification systems for historical buildings. The process leading to the establishment of these systems was clarified and summarized as a general flow.
