Public-private partnership (PPP) is a business style in which national and local governments or other public entities collaborate with private enterprises to provide public services. There are a number of different models used under PPP, such as PFI, designated manager system, Design-Build-Operate (DBO) system, and comprehensive consignment to private entities; currently, numerous businesses are in operation using PPP schemes.

Within PPP, PFI uses the capital, management skills and technical capabilities of the private sector to construct, maintain, manage and operate public facilities. PFI is considered to be more effective in reducing the financial burden on the public sector and improving VFM compared to direct implementation by the national government, local governments and other public entities.

NSRI offers services to support the introduction of PFI and PPP in various areas, including educational facilities, such as universities, compulsory educational facilities (e.g., school air conditioning systems, other), and school lunch centers, public housing, halls and exhibition centers, urban development, and industrial facilities, with the aim of building win-win relationships between the public and private sectors.
